Cambodia is setting its sights high as it pushes to become a major player in global tourism. At the heart of this effort is a bold new strategy unveiled by Minister of Tourism Huot Hak, who emphasized that success requires collaboration across every level of society. During a recent Memorandum of Understanding signing in Preah Sihanouk, Hak laid out his comprehensive plan to elevate the Kingdom’s tourism sector to new heights.
The strategy is centered on six key pillars, each designed to support the country’s ambition to become a must-visit destination in Southeast Asia. From government alignment to grassroots involvement, Cambodia is making it clear that the journey to tourism excellence is a collective one.
Six Pillars to Build Cambodia’s Tourism Identity
Minister Hak described the initiative as a shared mission between six key players: national government, sub-national authorities, the private sector, international partners, media and influencers, and the general public. Each of these groups plays a distinct role in building and sustaining a dynamic tourism ecosystem.
At the national level, the focus is on tightening coordination across ministries and agencies to ensure unified policy and investment. Provinces are being empowered to launch their own tourism projects, tailored to local cultures and natural attractions. Simultaneously, businesses are being encouraged to invest in tourism-related infrastructure and experiences that add value to Cambodia’s appeal.
International Partnerships and Media Engagement
The strategy also places a strong emphasis on strengthening Cambodia’s image abroad. Through deeper international partnerships and regional cooperation, the Ministry of Tourism aims to improve connectivity and broaden its marketing reach.
Equally important is the role of media and social influencers. Hak called on digital voices to help showcase Cambodia’s rich heritage and vibrant destinations, while also pushing back against negative perceptions. Highlighting accurate and compelling stories will be key to building a lasting and positive global image.
People at the Heart of Progress
Tourism development is not only about big investments and national campaigns — it’s also about individual engagement. From tour guides and homestay hosts to young entrepreneurs and students, the strategy encourages citizens to take pride in their culture, environment, and the visitor experience.
In a country where tourism has long been viewed as a valuable natural resource — dubbed “green gold” by Senate President Samdech Techo Hun Sen — participation at the local level is vital. Prime Minister Hun Manet has also acknowledged tourism’s role as the economic backbone of Cambodia, further highlighting its national importance.
Tourism Growth Already Gaining Momentum
The country’s tourism numbers tell a promising story. In 2024, Cambodia welcomed 6.7 million international tourists, marking a 23% increase from the previous year. This translated into $3.63 billion in revenue — an 18% growth year-on-year. With projections aiming for 7.5 million foreign visitors in 2025, the new six-pillar strategy is arriving at a time of strong momentum.
In Preah Sihanouk, a shining example of this growth, the government has reimagined the province as a Model Multi-Purpose Special Economic Zone. The move is not just an economic rebranding, but a reflection of the area’s significant tourism potential and its growing role in Cambodia’s overall tourism landscape.
As Cambodia continues to expand its horizons, this coordinated, inclusive, and forward-thinking strategy could become a model for sustainable tourism development in the region.
