ATF 2022: Cerebrating the reopening of ASEAN tourism

On 19 January, the Ministers and Deputy Ministers of Tourism in charge of ASEAN countries performed the ceremony to celebrate the reopening of ASEAN tourism. Along with that was the announcement ceremony of the new logo of ASEAN tourism with the tagline "A Destination for Every Dream".

This is an activity within the framework of the ASEAN Tourism Forum (ATF) 2022 in Cambodia, right after the press conference of the ASEAN Tourism Ministers and the ASEAN Tourism Award ceremony.

ASEAN is one of the most dynamic tourism development regions in the Asia and Pacific region. All countries in the region consider tourism as a key economic sector. Up to now, after a long time responding to the COVID-19 pandemic, the tourism industry of ASEAN countries has been preparing for reopening and stimulating international tourism.

The ceremony to celebrate the reopening of ASEAN tourism demonstrates its readiness to welcome international visitors back to the region in a safe and sustainable manner.

Also on this occasion, the ASEAN Secretariat announced the new logo of ASEAN tourism with the tagline "A Destination for Every Dream". The new logo was developed by the ASEAN Secretariat and the partner in charge of tourism marketing of ASEAN. The new logo has been consulted with ASEAN member countries at the meetings of the Tourism Marketing Working Group in October 2021, the ASEAN Tourism Competition Committee meeting in October 2021 and the ASEAN National Tourism Authority meeting in December 2021.

The new logo has a simple mark with complex meaning. The modern take on this expression communicates a level of forward motion and technological advancement. The sun mark is a symbol of vitality and renewal. The concept overarches all of the experiences you could dream of in Southeast Asia. Because of this, we feel it’s a good option for representing the travel experience at the highest level. This take on the sun has 10 parts coming together in harmony to represent the member states of ASEAN.

Along with new logo is new tagline “A Destination for Every Dream“ and tagline system as A Destination for Adventure, A Destination for New flavors, A Destination for Discovery, A Destination for Restoration, A Destination for Culture, A Destination for Exploration.

ASEAN member nations mostly moving towards tourism resumption

ASEAN NTOs are pining for speedy and massive vaccination, booster shots and uniform vaccination certificates, regarding them as the best strategies for tourism recovery across the region, it emerged at the Philippine Tourism Forum late-August.

Oliver Chong, Singapore Tourism Board executive director, marketing planning Oceania, saw potential recovery from some longhaul markets taking place first simply because of vaccination rates in places like Europe and the US. However, it is still hard to predict when the borders in South-east Asia, China, North Asia and Australia will open, he remarked. ASEAN Economic Community’s Satvinder Singh said the ASEAN tourism recovery is not a one-size-fits-all strategy

Chong said Singapore will begin her Vaccination Travel Lane on September 8, allowing travellers from Germany and Brunei to come for leisure, business and events without quarantine but subject to swab tests before and upon arrival, and on the third and seventh day of their 21-day stay.

Malaysia will reopen Langkawi for domestic tourism in mid-September with very strict procedures in place. Langkawi will need to arrive at phase four of the National Tourism Recovery Plan to qualify for an international tourism bubble pilot that is being formulated, said Yasmeen Yasim, senior director, tourism policy and affairs division, Ministry of Tourism, Arts and Culture Malaysia.

Meanwhile, over in Indonesia, there are plans to reopen a small part of Bali – Nusa Dua, Sanur and Ubud – and northern part of Bintan to international tourism, revealed Noviendi Makalam, policy analyst, Mininstry of Tourism, Creative Economy, Indonesia.

Vietnam will pilot a vaccine passport programme for international visitors to Phu Quoc island towards the end of 2021, said Tran Phu Cuong, director general, international department, Vietnam National Administration of Tourism.

Across the border, Cambodia intends to reopen some destinations towards end-2021, as the kingdom is one target with the national vaccination programme, shared Try Chhiv, director of International Cooperation and ASEAN Department, Ministry of Tourism of Cambodia. At press time, over 90 per cent of the population is now inoculated, and a booster shot is being rolled out. Herd immunity is expected to be achieved by end-October or early-November.

In the Philippines, the National Tourism Development plan has at least three Covid-19 impact scenarios – mild, harsh and severe, but Warner Andrada, Philippine Tourism Departments’ officer in charge, office of tourism development, planning, research and information management, shared that these are subject to further calculation each time the government changes the quarantine levels of destinations every two weeks or so, affecting tourism business and travel movements.

Stressing that the ASEAN tourism recovery is not a one-size-fits-all strategy, Satvinder Singh, deputy secretary-general for the ASEAN Economic Community, noted that some member states reported a sharp decline of almost 90 per cent in international arrivals in 1Q2021, compared to 2020’s 80.1 per cent across the region. ASEAN region suffered a 75.8 per cent loss in tourism receipts last year.

Planned Key Events of ATF 2022 Include:
  • ASEAN National Tourism Organisations (NTO) meetings,
  • ASEAN Tourism Ministers’ Meetings,
  • Association meetings involving ASEANTA, FATA, AAA, and AHRA,

Two major S’ville events could jumpstart international tourism

A landscape view of Preah Sihanouk province.
YOUSOS APDOULRASHIM
Preah Sihanouk province is set to host two major international tourism-related events in late 2021 and early 2022, which insiders expect to ignite new interest among new and repeat foreign holidaymakers into visiting the Kingdom and significantly raise tourist arrivals from near zero in the Covid era.

The provincial capital Sihanoukville is due to host the Southeast Asian Sailing Championship from December 12-17 and the ASEAN Tourism Forum from January 16-22.

Pacific Asia Travel Association (Pata) Cambodia chapter chairman Thourn Sinan told The Post on October 2 that the events could turn a new page on this chapter of Cambodian tourism, mired in a Covid swamp for nearly two years, and bring international travellers back to the Kingdom.

"I have faith that the government and private sector will work well together to make both international events a success," he said, adding that a revival of international tourism marked by the events “is not too early for Cambodia".

And Cambodia Association of Travel Agents (Cata) president Chhay Sivlin suggested that positive results of the event could mean that the Covid-strangled Cambodian tourism industry might begin to breathe again.

To press her point, she made the case that the Ministry of Tourism has set out a number of guidelines and regulations for tour operators and visitors, aimed at preventing the spread of Covid-19.

"These two events will be very influential in increasing attractiveness and building confidence, as well as promoting Cambodian tourist destinations to travellers of all nationalities," she said.

However, Cambodia also needs everybody’s participation to effectively drive down the rate of coronavirus infections and Covid-related deaths, Sivlin stressed.

Minister of Tourism Thong Khon on October 1 underscored that the success of the events would bring many positive effects for the tourism sector as well as the Cambodian economy.

"If done well, they will attract more visitors," he told Preah Sihanouk provincial authorities and stakeholders at a virtual meeting held in preparation for the events.

The government chose Sihanoukville as the venue for the events due to its competent roads, tourism facilities and other infrastructure, as well as its proximity to an international airport, he said.

He also put forth that the vaccination rate among government officials, tourism staff and the general public in the province, as well as foreign residents who take domestic trips, have also surpassed plans.

Preah Sihanouk provincial governor Kuoch Chamroeun expressed determination to ramp up efforts to ensure compliance with tourism safety rules and minimum standard operating procedures (SOP), and any adjustments that may be drawn up based on “new normal” requirements, to pave the way for the events and the prompt reactivation of international tourism.

Hun Sen: Full country reopening to be decided in two weeks

Prime Minister Hun Sen has announced that if the Covid-19 situation remains stable for 15 consecutive days from the end of the October 5-7 Pchum Ben public holiday, Cambodia will reopen fully, albeit in the context of Covid-19 whereby people have to adjust their lives to the new normal.

Speaking at the Council of Ministers meeting on October 8, he said the development surrounding Covid-19 remains stable, with less than 20 deaths recorded per day on average.

“If within the coming 10 to 15 days the situation is stable, if we can maintain transmission and death rates like we do currently, I think it's time to reopen the economy and society in all sectors, but in the new normal by following the three dos and three don’ts,” he said.

Hun Sen noted that half of the people who lost their lives to Covid-19 lately had not been vaccinated against the disease.

He said those who have refused to get Covid-19 jabs were stubborn people affiliated with the opposition group.

“In the past, two-thirds of the people who died had not been vaccinated because vaccines had not reached them. But yesterday, I saw that 10 had died, five of them had been vaccinated and the other five had not,” he said.

On October 8, the Ministry of Health reported 203 Covid-19 transmission cases and 18 deaths.
