Bohol’s PADI Tide Dive Festival Captivates Chinese Market and Champions Sustainable Marine Tourism

PADI Ambassadors and Chinese divers
A Celebration of Diving, Culture, and Conservation in Panglao

Bohol Beach Club in Panglao, Bohol transformed into a vibrant hub of ocean advocacy and cultural exchange on November 8, 2025, as the PADI Tide Dive Festival brought together Chinese divers, Filipino dive professionals, tourism leaders, and sustainability advocates. The event, hosted by the Tourism Promotions Board Philippines and the Department of Tourism Shanghai Office in partnership with PADI China, marked a significant step in re-establishing the Philippines as the leading dive destination for the fast-growing Chinese market.

With its pristine waters, thriving ecosystems, and world-renowned dive sites, Bohol provided the perfect setting to highlight the country’s commitment to responsible tourism and marine preservation.

Marine Conservation Takes Centre Stage

One of the most impactful components of the festival was a large-scale conservation initiative involving the removal of invasive crown-of-thorns starfish. Guided by local marine NGOs and PADI’s Project AWARE, 100 Chinese divers and five PADI ambassadors worked together beneath Panglao’s tropical waters to protect coral reefs threatened by the destructive species.

This collective effort reflected the nation’s long-term dedication to preserving its marine biodiversity. Through hands-on participation, divers gained a deeper understanding of the environmental challenges facing the region and the role they can play in safeguarding it.

Dialogue and Collaboration for a Sustainable Dive Future

The removal of crown-of-thorns starfish
The afternoon featured a coastal forum and panel discussion, bringing together government representatives, sustainability experts, and dive industry leaders. The dialogue focused on sustainable tourism strategies, conservation best practices, and innovative partnerships that can secure the future of Bohol’s marine attractions.

Speakers including Tourism Attaché Francis Lardizabal, DOT Central Visayas’ Riza Marie S. Macaibay, and Bohol Provincial Tourism Office’s Joanne Pinat emphasized the importance of unified national and local efforts to nurture the destination’s natural assets. Their insights strengthened the festival’s mission to promote long-term, responsible dive tourism.

Cultural Performances Showcase Bohol’s Heritage

As evening approached, the festival shifted into a dynamic cultural celebration led by WinArts Dance Anatomy and the Lumad Panglaoanon Cultural Dance Troupe. Their performances highlighted the richness of Bohol’s traditions and offered visitors an authentic connection to local heritage.

The festivities concluded with networking sessions and an exciting raffle featuring dive equipment, resort stays, and airline tickets, reinforcing the strong support from tourism and hospitality partners throughout the province.

Positioning Bohol as a Premier Dive Destination

The PADI Tide Dive Festival reinforced Bohol’s growing reputation as a top-tier destination for divers seeking world-class underwater experiences paired with meaningful environmental engagement. With its exceptional dive sites and strong network of PADI-certified operators, the region is ideally positioned to welcome the return of international travellers.

TPB COO Maria Margarita Montemayor Nograles highlighted how the festival strengthens the Philippines’ brand on the global stage by integrating conservation into tourism experiences. She noted that inviting Chinese divers to participate in ecological protection fosters deeper connections and elevates the country’s standing as a responsible and sustainable dive destination.

A Milestone for International Tourism Partnerships

The success of the event underscored the powerful impact of collaboration between government agencies, local communities, and global dive organizations. TPB expressed gratitude to the Provincial Government of Bohol, Governor Erico Aristotle Aumentado, and sponsors including Bohol Beach Club, BAHRR, Best Western Plus The Ivywall Resort-Panglao, and DOT Central Visayas.

Their combined efforts not only shaped a memorable festival but also set a new standard for future international engagements centered on sustainability, culture, and high-value tourism.

Philippines implements Sustainable Tourism Development for El Nido, Palawan

The Department of Tourism (DOT) of the Philippines endeavors to ensure the tourism resiliency of the country’s prime destination, El Nido, Palawan, through the full implementation of the Sustainable Tourism Development Project (STDP) this year.

Tourism Secretary Bernadette Romulo-Puyat made the statement on Friday (March 5) as she visited El Nido for the Awarding of Certificates to beneficiaries of the Cash-For-Work and Financial Assistance Program between the DOT and the Department of Labor and Employment (DOLE).

“Like all initiatives of the DOT, it will need the cooperation and collaboration from our partners in government and the private sector to ensure its success. I hope that the DOT can continue to count on your support to power our common journey to recovery and realize a better normal for the tourism sector, not only in Palawan but throughout the nation,” Puyat said of the project collaboration among the DOT, the Provincial Government of Palawan, the Municipalities of Coron and El Nido, and the Asian Development Bank.

The tourism chief shared that the STDP, an initiative under the DOT’s Transforming Communities Towards Resilient, Inclusive, and Sustainable Tourism (TouRIST) program, aims to make El Nido’s tourism development more sustainable and inclusive, with projects focusing on improvements to the town’s Drainage; Solid Waste (Landfill Development); Ecosystem-Based Tourism Site Management; and Enterprise and Skills Development from 2021 to 2026.

During her visit, Puyat recalled her first trip to El Nido on July 3, 2020, to pilot test the health and safety protocols in El Nido Resorts, one of the first tourism establishments in the town to secure authority to operate and reopen to visitors from outside the province through a travel bubble strategy.
The tourism chief returned to El Nido in late October 2020 to finalize details of the expansion of the province’s travel bubble to accommodate more domestic tourists, and to attend a dialogue with the Japanese Ambassador to the Philippines Koji Haneda to discuss a possible travel bubble between Japan and El Nido.

Later on November 30, 2020, El Nido finally announced its formal reopening to domestic tourists.

“I am happy to say that El Nido has been very cooperative in implementing the minimum health and safety standards recommended by the Department of Health and the DOT. I would like to commend the stakeholders who have understood and prioritized the safety of tourists even during this crisis, enabling them to pass the DOT’s accreditation standards,” the tourism chief shared, adding that a total of 63 accommodation establishments passed the health and safety standards of the Department and have been duly accredited as of February 15, 2021.

Puyat said that the DOT shall continue its close coordination with other national government agencies such as the DOLE to fulfill provisions of the Bayanihan To Recover As One act or BAYANIHAN 2 and to provide sustained COVID-19 response and support to heavily affected tourism stakeholders in destinations like El Nido.

The DOT has endorsed a total of 20,621 tourism workers in MIMAROPA for the Cash for Work Program conducted in partnership with DOLE. As of March 02, 6,846 workers in Palawan have received financial assistance amounting to P34,230,000, 1,315 of which are from El Nido.

The tourism chief disclosed that with the arrival of the COVID-19 vaccine in the country, the DOT is optimistic that tourism workers in destinations like El Nido, Palawan will be prioritized in the government’s vaccination program, after medical frontliners and senior citizens.

Philippines Department of Tourism supports DILG’s streamlining of travel requirements

The Department of Tourism (DOT) expressed support for the Department of the Interior and Local Government (DILG)’s ongoing streamlining of travel procedures and requirements imposed by local government units (LGUs).

“The DOT has long been advocating for the simplification of travel requirements as this is critical in making domestic tourism work," DOT Secretary Bernadette Romulo-Puyat remarked.

As shown in the recently-conducted survey entitled, “The Evolving Landscape of Domestic Tourism”, conducted by the DOT from November 28 to December 30, 2020, in partnership with the Asian Institute of Management (AIM) – Dr. Andrew L. Tan Center for Tourism, and Guide to the Philippines (GTTP), 81 percent of respondents consider the varying LGU requirements as the factor that makes travel most inconvenient.

Among the common travel requirements asked by the LGUs are the medical certificate, other types of pre-travel or test-on-arrival COVID tests and quarantine.

At the destinations, some rules that need to be standardized are those that relate to RT-PCR for children/infant, rooming or capacity limits and age restrictions vis-à-vis inter- and intra-regional movement of domestic tourists.

“Streamlining entry requirements will make travelling in the new normal more convenient while also protecting the public's safety and well-being. Furthermore, this will also help in preventing the entry of those who falsify documents by standardizing validation protocols," Secretary Puyat added. (DOT)

The island of Siquijor in Philippines reopens for tourism

Department of Tourism (DOT) of Philippines Secretary Bernadette Romulo-Puyat last Wednesday (24 February) traveled to Siquijor, as part of the ongoing efforts to assist in the safe reopening of tourist destinations in the new normal.

Puyat emphasized the DOT’s thrust to strengthen domestic tourism this year, adding that the department will support Siquijor after Governor Zaldy Villa signified his eagerness to allow tourism in the province.

“As the DOT bids to fully reopen Siquijor to tourism and revitalize this sector, we continue to seek regular discussions with provincial and local government leaders and stakeholders, gaining insight into your preparedness to reopen as well as a deeper understanding of how we can best help industry stakeholders and citizens of your communities,” Puyat said while on the island-province.

The DOT secretary said that areas of collaboration between the department, the public and private sector consist of promotional branding campaigns, funding of the digital version of the province’s Healing Festival, the continuous implementation of public health and safety protocols, development of tourism products, and enhancement of tourism circuits featuring farm, dive, and ecotourism, among others.

Puyat added that ongoing endeavors to gear up Siquijor’s opening include conducting physical inspections on accommodation establishments (AEs) and tourism enterprises. As of 15 February, 962 AEs were accredited in the region, 37 of which are in Siquijor.

Through its regional office, the department has been extending assistance to displaced tourism workers in Central Visayas in partnership with the Department of Labor and Employment (DOLE), under the Bayanihan to Heal as One Act or Bayanihan 2. As of 19 February, the DOT Region 7 has endorsed a total of 696 tourism enterprises, tour guide associations/individuals and community based-tourism associations with 24,588 beneficiaries. Forty of those tourism enterprises, community based-tourism and associations/individuals are from Siquijor Province, endorsed by the regional office.

A total of 1,763 tourism enterprises, tour guide associations/individuals and community based-tourism associations were approved and has already been remitted by DOLE Region 7 with 13,367 individual beneficiaries amounting to Php 66,835,000. 59 of those approved tourism enterprises, community based-tourism and associations/individuals are from Siquijor.

“Great progress has been made in making tourism bounce back, but there is still much we can all do to ensure the safe, responsible, and sustainable recovery of the tourism in Siquijor and the rest of the Philippines,” Puyat said.

Meanwhile, Governor Villa echoed Puyat’s stance on the strict implementation of minimum public health standards for the successful reopening for tourism. Villa added that once reopened, incoming tourists in the province must present a negative RT-PCR or rapid antigen test result, travel authority from the home local government unit (LGU), confirmed booking with a DOT-accredited AE, and duly accomplished affidavit of undertaking, among others.

As part of the trip, Puyat visited a local healer, wherein she experienced tuob or steam inhalation and bolo-bolo or a traditional healing ritual with the help of a glass of water, bamboo straw, and a black stone. The tourism chief also visited the Old Enchanted Balete Tree and the Lazi Church and Convent, which was declared as a National Cultural Treasure by the National Museum of the Philippines.

“Known as the Healing Island of Central Visayas, Siquijor has much to offer to nature lovers, adventure junkies, beach goers and divers, and culture enthusiasts, providing us ample reason to believe that the tourism sector in this province can successfully re-emerge from this crisis,” Puyat added.

Siquijor also boasts of its traditional healing culture, Cambugahay Falls, Paliton Beach, and Mt. Bandilaan, where the sought-after Healing Festival takes place. The province has recorded a total number of 143,286 same-day visitor arrivals and 37,651 overnight visitor arrivals in 2020.

Meanwhile, there are 17 road infrastructure projects under the DOT-Department of Public Works and Highways (DPWH) convergence program amounting to Php 95.535 million. The convergence road projects are critical to the goal of seamless travel in the province.
