The restaurant is open for breakfast and the hotel's famous traditional afternoon tea seven days a week and for dinner from Wednesday to Sunday.
The special winter package includes free Wi-Fi and costs are from just $229 a night on weekdays and $299 on weekends.
"The Hotel Windsor is a wonderful winter base from which to explore all that Melbourne offers," Hotel Windsor CEO David Perry said. "It's welcoming and warm, our award-winning service ensures every guest feels special, and there's some great dining options so guests don't have to leave the hotel and face the winter chill if they don't want to. And the traditional afternoon tea at the Windsor is one of the city's must-do experiences and a fabulous winter indulgence."
Guests who do leave the luxury of the Windsor will find all Melbourne at their doorstep. All the city's key attractions are a walk or short tram ride away, including Melbourne Museum, Treasury Gardens, Fitzroy Gardens, Federation Square, the city's major theatres Collins Street shops and the city's wonderful laneways.

Built in 1883, the 180-room Windsor Hotel pre-dates the Savoy in London, which was built in 1889, the Waldorf Astoria in New York which dates back to 1893, and the Ritz Paris which opened in 1898.
