The newly introduced framework provides a clear roadmap for planning, managing and monitoring community-based ecotourism projects, ensuring that tourism growth benefits both local communities and Cambodia's remarkable natural heritage. As international travellers increasingly seek authentic and sustainable travel experiences, Cambodia is positioning itself as one of Southeast Asia's emerging leaders in community-driven ecotourism.
A New Era for Sustainable Tourism in Cambodia
The Ministry of Environment officially launched the Prakas on the Implementation of the Technical Guidelines for the Management of Community Ecotourism Development Projects during a ceremony in Phnom Penh. The event was presided over by Mom Thany, Secretary of State at the Ministry of Environment, representing Minister of Environment Eang Sophalleth.
Developed under Article 608 of the Environment and Natural Resources Code, the new regulations support the Ministry's Circular Strategy on Environment 2023–2028. The guidelines establish a comprehensive framework for the preparation, implementation, management and long-term monitoring of community ecotourism projects operating within Cambodia's Community Protected Areas.
The initiative reflects Cambodia's long-term vision of balancing environmental conservation with economic opportunity, ensuring that tourism contributes positively to both people and nature.

Among the 137 ecotourism sites identified within these protected landscapes, 53 are already welcoming visitors and providing tourism services. These destinations offer travellers opportunities to experience pristine forests, diverse wildlife, traditional villages and authentic Cambodian culture while directly supporting conservation efforts.
The government views community ecotourism as an essential tool for safeguarding biodiversity while creating sustainable income opportunities for rural communities.
Clear Guidelines for Responsible Ecotourism Development
The newly launched technical guidelines introduce consistent standards that will improve transparency, accountability and environmental protection throughout Cambodia's ecotourism sector.
The framework includes detailed procedures covering:
- Project applications and approvals
- Site assessments
- Business planning
- Environmental protection measures
- Benefit-sharing arrangements
- Ongoing project monitoring and evaluation
These measures are designed to ensure that tourism development remains environmentally responsible while delivering lasting economic benefits to local communities.
Community Tourism Continues to Grow
Cambodia's community ecotourism sector has experienced impressive growth in recent years.
According to Ken Sereyratha, Director General of the General Department of Local Communities, the Ministry has partnered with various organisations to improve tourism infrastructure across participating communities.

- Modern sanitation facilities
- Forest walking trails
- Campsites
- Community accommodation
- Cultural attractions
- Visitor facilities
Today, 38 communities actively provide ecotourism services, attracting between 900,000 and one million domestic visitors every year. Visitor numbers continue to grow by approximately 15 percent annually, demonstrating increasing interest in nature-based travel experiences.
Creating Jobs and Supporting Local Economies
Community ecotourism is becoming a significant contributor to Cambodia's rural economy.
Ticket sales alone generate between US$800,000 and US$1 million annually for participating communities. This figure does not include additional income earned through accommodation, local transport, guiding services, restaurants and food providers.
The expanding sector has also created approximately 4,400 direct jobs, helping families build sustainable incomes while encouraging younger generations to remain in rural communities.
By linking conservation with economic opportunity, Cambodia is demonstrating how responsible tourism can reduce pressure on natural resources while improving living standards.
Expanding Conservation Through Ecotourism

These community-managed destinations play an increasingly important role in protecting forests, wildlife habitats and ecosystems while offering authentic tourism experiences that benefit local residents directly.
The combination of conservation, tourism and community participation is helping to build a more resilient and sustainable tourism industry for the future.
Supporting Cambodia's Sustainable Development Goals
The new technical guidelines are expected to encourage responsible investment in ecotourism while expanding community-led tourism opportunities across the country.
Officials believe the strengthened framework will:
- Improve biodiversity conservation
- Encourage sustainable tourism investment
- Increase income for rural communities
- Support transparent project management
- Protect Cambodia's natural landscapes
- Contribute towards national carbon neutrality goals
The launch event attracted around 250 representatives from government agencies, development partners, Community Protected Areas, non-government organisations and private sector stakeholders, highlighting the broad support for Cambodia's sustainable tourism ambitions.
As global demand continues to grow for authentic and environmentally responsible travel experiences, Cambodia's commitment to strengthening community ecotourism positions the country as an attractive destination for travellers seeking meaningful adventures while supporting conservation and local communities.
