Viet Nam is taking a major step toward strengthening its global connections with a newly approved plan introducing visa incentives and time-limited visa exemptions for eligible foreign nationals. The initiative supports the country’s long-term strategy to attract international visitors, investors, researchers and business leaders while reinforcing its reputation as one of Asia’s most dynamic destinations.
The plan was approved by Standing Deputy Prime Minister Nguyen Hoa Binh and implements the provisions outlined in Decree 221. The policy establishes preferential visa exemptions for designated foreign nationals who contribute to Viet Nam’s socio-economic development.
By simplifying entry procedures for key international partners, Viet Nam aims to enhance tourism growth, support business collaboration and encourage innovation across sectors including education, technology and investment.

The new visa initiative reflects Viet Nam’s commitment to becoming a leading destination for both leisure travellers and international business communities. The plan outlines clear responsibilities, timelines and coordination among government ministries, agencies and local authorities to ensure effective implementation.Under the framework, the Ministry of Public Security will coordinate closely with the Ministry of Foreign Affairs and other agencies to promote awareness of the visa exemption programme. Communication will take place through government platforms, international tourism channels and global investment forums to ensure eligible visitors are informed about the new opportunities.
The goal is to streamline entry for foreign nationals who meet the criteria while maintaining transparency, security and consistency across all administrative processes.

Government ministries and agencies will propose individuals who meet the eligibility criteria. These may include foreign investors, international experts, academics, scientists and business leaders whose work supports Viet Nam’s economic and social development.
Agencies responsible for nominating individuals must ensure compliance with the criteria set out in Decree 221. They must also regularly review the eligibility of cardholders and notify authorities if a recipient no longer qualifies or no longer wishes to maintain visa exemption privileges.
This structured approach ensures that the programme remains effective while supporting Viet Nam’s broader development goals.
Collaboration Across Government and Industry
The implementation plan emphasises cooperation across ministries, government-affiliated agencies and provincial authorities to ensure that the visa incentives operate efficiently and transparently.By March 1, 2026, all relevant agencies must review existing legal frameworks and recommend amendments or new regulations if necessary to support the implementation of the decree.
Looking ahead, additional responsibilities will be assigned to key ministries. The Ministry of Education and Training will develop criteria to identify leading research institutes and universities that can invite qualified foreign experts to Viet Nam.
Meanwhile, the Ministry of Finance will establish guidelines to determine which major enterprises can sponsor international visitors under the preferential visa system.
These measures will help create stronger global partnerships while encouraging knowledge exchange and business investment.

The Ministry of Public Security will oversee the evaluation of proposals from ministries and agencies before submitting final recommendations to the government. Approved institutions and companies will be authorised to invite foreign nationals under the preferential visa programme.
Progress reports on the implementation of Decree 221 will be submitted annually to the Prime Minister, ensuring ongoing monitoring and transparency.
