UN Tourism Global Conference: Tourism as a Driver of Rural Empowerment

In a groundbreaking effort to harness tourism as a catalyst for rural development, UN Tourism partnered with the Government of Vietnam to host the First Conference on Tourism for Rural Development in the historic town of Hoi An. The event gathered a diverse array of stakeholders—government officials, international financial institutions, NGOs, rural community leaders, and tourism professionals—to explore innovative policies and strategies aimed at leveraging tourism for sustainable rural development.

Empowering Communities Through Tourism

Key discussions at the conference underscored tourism’s potential to create jobs, protect natural and cultural heritage, and promote social inclusion. The event placed a special focus on empowering local communities, women, and youth, with panels addressing:

  • Policy Frameworks: Developing effective strategies for rural tourism development.

  • Agriculture-Tourism Synergies: Aligning agriculture with tourism to enhance sustainability.

  • Market Access: Integrating rural destinations into the global tourism market.

  • Digital Innovation: Leveraging technology to support rural entrepreneurs.

  • Funding Mechanisms: Identifying sustainable financing options for community-led initiatives.

Zoritsa Urosevic, Executive Director of UN Tourism, highlighted the transformative power of tourism, stating, “This landmark event has demonstrated the immense potential of tourism to transform rural communities. By placing people and planet at the center of our discussions, we have fostered meaningful connections and actionable strategies that will ripple across rural areas worldwide.”

Deputy Prime Minister of Vietnam, Le Thanh Long, emphasized the alignment of the Tourism for Rural Development Programme with Vietnam’s strategic goals of green growth, digital transformation, and sustainable development, reinforcing the country’s commitment to rural empowerment.

Placing Tourism on the Rural Development Agenda

The conference stressed the importance of integrating tourism into broader rural development and infrastructure planning. By fostering cross-sector partnerships, tourism can drive economic growth while preserving cultural heritage and natural resources. Key themes included:

  • Infrastructure Development: Addressing challenges to make rural areas more accessible.

  • Public-Private Partnerships: Amplifying local initiatives through collaborative efforts.

  • Cultural and Environmental Preservation: Ensuring tourism’s growth does not come at the expense of heritage and ecosystems.

Insights from Industry Leaders

Panelists from leading organizations such as the Asian Development Bank (ADB), Food and Agriculture Organization (FAO), and Mekong Tourism, along with companies like Intrepid Travel, Traveloka, and Meta, shared valuable perspectives. Discussions highlighted the role of sustainable tourism in building economic resilience, safeguarding heritage, and promoting equitable opportunities for rural communities. Media experts Carmen Roberts (BBC Travel Show) and Kanchan Nath (Travel Daily Media) provided communication strategies to elevate rural tourism.

Partnership with Fliggy for Rural Development

A significant milestone of the conference was the signing of a Memorandum of Understanding (MoU) between UN Tourism and Fliggy. This partnership aims to promote responsible tourism practices, foster innovation, and support rural communities through initiatives such as showcasing Best Tourism Villages, creating training programs, and conducting joint research.

Best Tourism Villages Network Annual Meeting

The event also hosted the Second Annual Meeting of the Best Tourism Villages by UN Tourism Network. Representatives from over 30 villages gathered to evaluate the Network’s achievements and adopt a strategic framework for future growth. This initiative strengthens connections among recognized villages and provides a roadmap for sustainable tourism development.

A Path Toward Inclusive Growth

The UN Tourism Global Conference in Vietnam marked a pivotal step in redefining tourism’s role in rural empowerment. By fostering collaboration, promoting innovation, and prioritizing sustainability, the conference has set the stage for tourism to become a powerful driver of economic resilience, social equity, and cultural preservation in rural areas worldwide.
