ARE WE READY FOR AN ASEAN TRAVEL BALLOON?

Air travel in Asean remains highly restricted, especially compared to most other regions. With Covid-19 vaccines now being rolled out, should countries wait before opening borders?

Waiting could end up being costly because turning vaccines into vaccinations to achieve herd immunity will take time. Reaching herd immunity may be required before allowing quarantine-free travel because those vaccinated may still be infectious, despite being immune from the disease.

Before we achieve herd immunity, we should start working toward an Asean-wide travel bubble by expanding, upgrading and consolidating the plethora of unilateral and bilateral travel arrangements that currently operate in the region.

Travel corridors or “green lanes” are the most common, which allow reciprocal travel with testing but without quarantine for select groups such as businesspeople under strict conditions, such as pre-arranged itineraries. To have a significant impact on the economy, however, air travel passes could unilaterally extend these terms to all travellers.

In Asean, Singapore has been leading the effort in pursuing air travel passes with partners that have controlled community transmission, such as Brunei and Vietnam. More is required.

The economic benefits of travel passes could be increased if the partner would reciprocate to create a two-way quarantine-free travel bubble. For this to happen, perceptions of health risks associated with opening borders need to converge across countries.

Some governments need to overcome an inherent bias against opening borders. That is, even when differences in infection rates suggest that inter-country movement is less risky than intra-country movement, borders remain mostly closed while easing of domestic movement continues.

The factors underlying this bias need to be addressed before travel corridors can be upgraded to travel passes, and then travel bubbles.

After that, consolidating these bilateral arrangements into a regional one — a travel balloon — could be pursued. For instance, the Singapore-Vietnam or Singapore-Brunei travel pass arrangements, once successfully upgraded to a bubble, could be pilot-tested to include other countries with similar infection rates.

It could start by consolidating the two, so that travel between the spokes, Brunei and Vietnam, as well as with the hub, Singapore, is quarantine-free. It could then be progressively expanded to include Cambodia, Laos and Thailand, for instance.

Such an expanded travel bubble, or travel balloon, involving up to six Asean countries that have controlled community transmission could magnify the economic benefits without significantly raising health risks, if implemented according to a plan.

The plan should involve harmonisation of Covid screening and quarantine protocols to preserve the integrity of the risk mitigation controls across countries, while facilitating seamless movement to reap maximum benefits from the increase in scale.

Protocols such as exemption of quarantine should be mutually recognised across participating countries to avoid duplication and to encourage movement between them. Mutual recognition should increase both intra-and extra-regional flows.

For example, Thailand’s recent Special Tourist Visa, which opens up its tourism sector to the world but does not waive quarantine, would be more beneficial to Thailand and the region if it was part of the proposed travel balloon. This is because a European tourist, for instance, is more likely to visit Thailand and other countries if the quarantine on arrival

in Thailand did not have to be repeated in Cambodia, Laos or Vietnam.

The deterrent effect of quarantine on arrival is reduced is a visa enables travel to more than one country in the region.

An Asean-wide travel balloon covering all 10 members is unlikely at this stage because of significant differences in infection rates. It is unlikely that countries that have controlled community transmission will open up to countries that have not.

The Asean countries that have higher infection rates could, however, chose to recognise the quarantine observed within the six-country travel balloon, even if reciprocity is denied them. That is, Indonesia, Malaysia, Myanmar and the Philippines could participate by forming air travel passes with the countries in the travel balloon.

Even without reciprocity, these four countries could benefit economically because they would receive a larger number of travellers on a relatively safe basis through the one-way arrangement. But first they must be convinced that these benefits are there to be had on a relatively safe basis.

The agreement should include an open accession clause, which would allow new members to join if health conditions improve to meet those specified in the agreement. Members could also be suspended should health conditions deteriorate to an extent deemed unsafe.

The recent deferment of the Singapore-Hong Kong travel bubble attests to the ability of such arrangements to have built-in safety clauses.

Consistent treatment of issues such as vaccinations will also be important. While countries may differ in terms of how and when they choose to recognise vaccinations, let alone different vaccines, these issues need to be addressed in a way that does not deter travel in the short term, while harmonisation is pursued to narrow differences in the longer term. A properly designed travel balloon could do that.

The Do’s and The Don’ts: Visiting a Mosque in Brunei

No travel to the Abode of Peace is complete without a time-worthy trip to at least one of the opulent mosques in this humble Southeast Asian nation. Whether you recognize them from its Islamic architecture of towering minarets, remarkable domes and marbled walls, or from its captivating calls to prayer reverberating throughout the land five times a day, these Islamic prayer sites, doubling as a community learning center, are abundant in Brunei Darussalam and, fortunately for the curious traveler, impossible to miss!

From the modest and smallest mosques tucked snugly in the corners of villages (kampungs) to the grand and glistening Omar ‘Ali Saifuddien Mosque standing majestically in the center of town, you can be rest assured that the doors are open to everyone from all walks of life. But before your next visit regrettably becomes your last, have a read at these house rules and make it an exceptional moment to remember.

Be appropriately clothed
This most important rule is also the one many visitors tend to forget. Men can wear long- or short-sleeves. Sleeveless shirts are a no-go, and the same goes to shirts with explicit words or images. Try not to wear bright colored shirts and denim jeans as well. Women need to cover up all skin. Sleeves should be long enough to reach each wrist. A head scarf or shawl would be best to cover the hair and make sure to not wear anything skin-hugging or revealing. The larger mosques in Brunei might provide floor length robes for those who need it but there’s no guarantee that all visitors will get the chance to borrow a robe (in case it runs out during your visit!), you might want to get those long-sleeves and pants prepared.

No food and drinks
It’s generally advised to not bring any food and drinks into a mosque. You can store these in your bag and leave them in the shelves provided at the doors of the mosques if you happen to have them with you. A water bottle is fine, as long as you avoid drinking in the main prayer room. Mosques typically have a separate pantry for community gatherings. Depending on when you’re paying a visit, you might be invited by the Imam or any senior member of the mosque to come and join for a serving or two.

Entering a mosque
There are different entrances for men and women at the mosque. Usually there will be signs to indicate which is which around the mosque and at the doors of these entrances, but when in doubt, don’t hesitate to ask any of the local patrons!

Remove any footwear
When you enter a mosque, make sure to take off your shoes or any footwear you’re wearing. You will see the signs around the mosque pointing you to areas where you can safely leave your footwear. Some may even provide plastic covers or shelves for a more proper storage.

Observe silence
Muslims come to the mosque to pray, meditate, read the holy book Quran, and bond with other practitioners of the faith. The peace and serenity in the mosques in Brunei comes from the quietness that is shared by everyone. Check your devices and make sure they are switched off or on Silent mode. Don’t make any loud noises and speak in a soft, calm voice.

Keep an eye on your younger visitors
If you decide to bring children along with you, always have an eye on them and inform them to stay quiet and be well-behaved. Do make sure they don’t go around the mosque unattended.

Photo-taking etiquette
When taking photos, you will need to turn off the flash option. Bright distractions from the flash can cause discomfort to people praying in the mosque. Never take photos of individuals praying, when people are performing ablution, or when people are reading the Quran without their consent. This comes off quickly as inappropriate. Taking pictures of the structures of the mosque, its gardens and other of its fixtures are always welcomed. Unsure of what you can take photos of? Consult the Imam or any of the senior members of the mosque. They might even give you a tour around the mosque!

What to Expect
During your visit, you’ll discover the carpeted prayer rooms. You may find people performing their prayers either individually or in a group. There may be people sitting on the sides reading the holy book Quran and if you are lucky, you might hear their recitations. Bigger mosques would have other features such as a well-kept ablution room and properly maintained gardens. On a cool day, you may find patrons walking through these gardens or reading books on benches.

Friday afternoons are when Muslims do their Friday prayers. Masses of people will come to the mosque, and the prayers are longer because of an added sermon. You will be able to hear the sermon and the prayer as it is broadcasted out of the mosque through speakers. Approaching the start of prayer, the call to prayer or Azan will be recited by all Imams throughout all the mosques in Brunei. This will be done roughly in unison and can be heard all across Brunei and through local radio channels as well. It is a most mystifying experience!

Enjoying your visit
Visiting a holy site might sound intimidating but in reality, dropping by to the mosque is an enjoyable moment. Despite the etiquettes that one must follow, the members of the mosque are often forgiving and are prepared to help you in times of need. Muslim visitors are more than welcome to join in the prayers. However, for non-Muslim visitors, please be reminded to check the opening hours of the mosque in advance, as it may not be open to the public on some days for religious events or special prayers.

With a long layover in this small kingdom of unexpected treasures with not much to do in the airport, take some time out of your journey to enjoy the fresh air and serene nature the country has to offer. Getting Around

Getting around Brunei is rather easy considering the key places of interest are quite near to each other. The capital Bandar Seri Begawan is located 15 minutes away from the airport and is easily accessible by public transport. Once you’re in the capital, the main areas of attraction are all within walking distance from one another. Brunei’s iconic historical settlement, Kampong Ayer, is a sight not to be missed. Find your way to the capital, and hop on a water taxi at the waterfront to ask for a tour around the water village. It is also worth asking the water taxi to visit the mangroves and to try spot some proboscis monkeys in the wild. If you’re lucky you can spot some crocodiles and monitor lizards basking in the sun too! Nasi Katok – a simple combination of white rice, sambal (a condiment made out of blended chillies and other spices) and a piece of fried chicken is as quintessentially a Bruneian version of fast food, with many stores running around the clock 24 hours a day. There’s one problem though, with so many variations of this simple dish, it can be quite hard to start your Nasi Katok journey, so we’ve made this list of the 10 stops you need to make for your Nasi Katok trail:

The roots of the term Nasi Katok originated from the act of “katok” (knocking), on the window of this small flat in Bandar Seri Begawan, to buy “nasi” (rice). Priced at 80 cents since its inception, it stands out among the rest with its unchanged serving of rice, boiled egg, and sambal pusu (crispy fried anchovies with sambal). If you’re looking for a classic Nasi Katok, then look no further.
