Cambodia Opens Its Sacred Doors to High-Value Spiritual Travellers

A New Direction for Tourism in Cambodia


Cambodia is redefining its tourism future with the launch of a bold Sacred Tourism strategy designed to attract high-value visitors seeking spiritual, cultural, and meaningful travel experiences. Moving beyond its long-standing image of backpacker trails, nightlife hubs, and beach escapes, the country is now opening its pagodas to the world, positioning living Buddhist culture at the heart of its tourism offering.

Backed by government policy and industry support, the strategy aims to attract an additional two million high-spending visitors annually within the next decade, marking a major shift in how Cambodia presents itself on the global tourism stage.

Pagoda Tourism Brings Living Culture to the Fore

Central to the Sacred Tourism strategy is Pagoda Tourism, an initiative that transforms Cambodia’s active places of worship into cultural and spiritual tourism destinations. While Buddhist groups and tourism operators have explored this concept for years, the government has now formally embraced it as a pillar of national tourism development.

The Ministry of Cult and Religion has confirmed plans to improve infrastructure and enhance religious practices within pagodas to better accommodate both domestic and international visitors. The focus is on respectful access, cultural understanding, and authentic engagement with Cambodia’s living Buddhist traditions.

Unlike archaeological sites, pagodas remain integral to daily life, community organisation, and spiritual practice, offering visitors insight into a lived religion rather than a historic relic.

Attracting High-Value and Faith-Based Travellers

Religious tourism is widely regarded by industry leaders as a niche but highly valuable market. High-value travellers typically spend at least USD 350 per day and stay significantly longer than traditional backpackers, often extending visits to two weeks or more. This level of spending creates deeper economic benefits for communities, temples, and local businesses.

Cambodia’s Sacred Tourism strategy also targets Muslim travellers, particularly from Southeast Asia and the Middle East. With global demand rising for faith-aligned travel experiences, the government is expanding halal-certified restaurants, adding prayer rooms at airports and shopping centres, and improving visitor services nationwide.

Tourist arrivals from Muslim-majority countries rose by 20 percent in 2024, outpacing overall international visitor growth and signalling strong momentum for this emerging market.

Flagship Pagodas and Proof of Concept

Wat Unnalom in Phnom Penh, one of Cambodia’s most important pagodas with a 600-year-old relic stupa, is being considered as a flagship destination for Pagoda Tourism. Industry leaders see its historical and spiritual significance as ideal for introducing international travellers to Cambodia’s Buddhist heritage.

Siem Reap already provides a successful proof of concept. Home to Angkor Wat and at least nine tourism-focused pagodas, the region demonstrates that Buddhist tourism can be managed respectfully while delivering sustainable economic benefits. Revenue generated supports pagoda maintenance, community livelihoods, and cultural preservation.

These models show that Sacred Tourism can coexist with conservation and community values when guided by clear frameworks.

Respect, Guidelines, and Sustainable Growth

As visitor numbers grow, industry leaders acknowledge the importance of clear codes of conduct. Appropriate dress, respectful behaviour, and an understanding of the difference between archaeological attractions and active places of worship are essential to preserving sanctity.

Education, signage, and guided experiences are being prioritised to ensure visitors engage respectfully. This approach not only protects religious spaces but enhances the quality of the visitor experience.

Sacred Tourism also contributes directly to the upkeep of pagodas and monasteries, easing financial pressure on local communities and allowing monks and religious leaders to continue safeguarding Cambodia’s cultural and spiritual heritage.

A Strategic Vision for Cambodia’s Tourism Future

Launched during a year marking 50 years since the Khmer Rouge era devastated Cambodia’s religious institutions, the Sacred Tourism strategy represents both renewal and remembrance. It aligns with the government’s long-term goal to reduce dependence on mass tourism and diversify source markets beyond a single region.

Increased direct flights, including new Abu Dhabi to Phnom Penh services, improved infrastructure, and coordinated promotion are reinforcing Cambodia’s position as a safe, welcoming, and culturally rich destination for discerning travellers.

By opening its pagodas and embracing Sacred Tourism, Cambodia is inviting the world to experience not just its history, but its spiritual heartbeat.
